The Economic Offences Wing (EOW) of the Crime Branch, Kashmir, has registered a lawsuit against 5 radical for their alleged engagement successful circulating a forged enactment database nether the National Health Mission (NHM), the bureau said connected Saturday (October 4, 2025).

A spokesperson of the Crime Branch said it registered a lawsuit aft receiving a connection from the State Nodal Officer of the NHM, alleging circulation of a fake bid purported to beryllium issued by the ngo manager of NHM, Jammu and Kashmir.

The fraudulent order, titled "Provisional Selection List of Candidates for Different Posts (Kashmir Division) against Notification No. SHS/NHM/J&K/HR/10259 dated 10.05.2021", was recovered to beryllium forged and was being circulated done societal media platforms, causing disorder among the public, the spokesperson said.

Following the complaint, a preliminary probe was initiated astatine Police Station Crime Branch Kashmir (now Economic Offences Wing), the spokesperson said.

During the investigation, it surfaced that during the Covid pandemic, an NGO, namely J&K Health Care Services, was approved by the Directorate of Health Services, Kashmir, for providing voluntary manpower successful assorted aesculapian blocks of Kashmir to flooded the shortage of staff, the spokesperson said.

However, the members of the NGO, nether a well-planned conspiracy, took undue vantage of this approval. They fraudulently approached volunteers, obtained their documents connected the pretext of securing imperishable engagement nether NHM, and besides collected wealth from them, helium said.

Subsequently, the NGO prepared a fake enactment database by forging the signatures of the ngo manager of the NHM J&K, helium added.

The accused persons person been identified arsenic Abdul Qayoom Naik, a nonmigratory of Check Feroz Pora, Tangmarg; Abdul Qayoom Khan, a nonmigratory of Harwan, but presently staying astatine Ompora, Budgam; Mohammad Ashraf Hurrah, a nonmigratory of Saria Bala, Srinagar; and Mushtaq Ahmad Sofi and Hilal Ahmad Bahar — some residents of Shadipora, Sumbal, Bandipora.

"Their acts prima facie disclose committee of offences punishable nether Sections 420, 468, 471, 120-B RPC work with Section 66-D of the IT Act. Accordingly, cognisance has been taken and a ceremonial lawsuit has been registered," the spokesperson said.
